Julie Barnes joins Cambia Health Solutions as Director of Health Care Policy
PORTLAND, SEPTEMBER 03, 2014 – Cambia Health Solutions has named Julie Barnes director of health care policy. A well-known bipartisan health policy advisor, Barnes will help advance Cambia’s legislative and regulatory efforts to promote a more affordable, transparent and sustainable health care system. She will be based in Washington, D.C.
Barnes brings extensive public and private experience in legal and policy matters related to health reform, private health insurance, Medicare, Medicaid, and federal and state regulatory issues.

Barnes’ experience includes serving as director of health policy at the Bipartisan Policy Center, overseeing initiatives involving insurance exchanges, health professional workforce issues and health information technology. She also managed a joint project with the BPC Economic Policy team on health care cost containment, led by former U.S. Senate Majority Leaders Tom Daschle and Bill Frist, and Senator Pete Domenici and Dr. Alice Rivlin.
Prior to her role at the BPC, Barnes served as deputy director of the New America Foundation Health Policy Program where she oversaw educational outreach to industry stakeholders and policymakers about issues in the health care reform debate and managed and facilitated discussion among key players to identify areas of agreement.
Barnes is also a health care attorney. During her tenure at the Washington D.C. office of Crowell & Moring, Barnes advised managed care organizations, self-funded employers, behavioral health organizations, disease management companies and health-related trade associations on state and federal regulatory and litigation matters.
Barnes also worked on Capitol Hill during the 1993-1994 national health reform debate, serving as a health care advisor for a Midwestern congressman.
Barnes received her law degree from American University’s Washington College of Law and undergraduate degree from the University of Iowa.
